What 00:00 means
In mirror-hour reading, 00:00 counts as the hour of the fresh start, not the planned one but the unwritten one. Every other mirror hour carries a number with it: 11:11 the gate, 22:22 the review, 23:23 the last word before sleep. 00:00 carries nothing. Four zeros, no direction.

Why midnight is the start of the day, and long was not
That a day begins at midnight seems obvious. It is a decision, and a surprisingly young one. The Babylonians and Jewish tradition begin the day at sunset, which is why the Sabbath starts on Friday evening. The Romans counted the civil day from midnight, and we inherited it from them. In Italy the "Italian hours" were counted from dusk into the eighteenth century: the first hour was the first one after sunset.
The profession that held out longest was the one for which midnight was most inconvenient: astronomers. If you observe at night, you do not want the date to change in the middle of an observation. The Julian Date, which astronomers still use to count days continuously, begins at noon to this day. Joseph Scaliger set it up that way in 1583, with January 1, 4713 BC as day one.

24:00 or 00:00: one second, two names

In European folklore, midnight opens the hour in which the dead, witches and everything uncanny are said to be abroad. The idea is older than the phrase. Around 1600 Shakespeare has Hamlet say it is now "the very witching time of night," and the ghost of his father appears on the battlements as soon as midnight strikes. The English phrase "witching hour" is first recorded in 1762. American pop culture has since moved much of the dread to 3 a.m., the so-called devil's hour of horror films, which is its own story and belongs with 333. The classic hour is midnight.
Why this hour? A sober part of the answer: for centuries midnight was the darkest, quietest time, when nobody honest was out. The second part is the count itself. If the day changes at midnight, the hour after it belongs neither fully to the old day nor yet to the new one. It is an in-between space, and in-between spaces, thresholds, crossroads, the turn of the year, are where nearly every tradition places the thinning of the ordinary order; we look at the best-known case in does the veil thin at Samhain. The witching hour is therefore not a threat but the old form of the same idea: 00:00 is the hour in which the rules of the day no longer apply and those of the next do not apply yet. Zero leads to the only card in tarot that has no number in the sequence: 0, The Fool. A young person at the edge of a cliff, a bundle over the shoulder, a small dog, eyes turned up rather than down. The tradition connects Vehuiah with beginning itself, the will to start something before conditions are favorable. That the first of the 72 names gets the zero hour is a consequence of the counting; the match with the theme of the hour is still striking. It is the same grid that gives Leuviah (19) for 6:06, Yeiayel (22) for 7:07 and Haiaiel (71) for 23:23. 00:00 closes the circle, because after the 72nd window the first one follows again.

Zero: the number that came last
Zero is the youngest digit. The Romans had none; their number system got along without it, and badly. The Indian mathematician Brahmagupta described it around 628 as a number with its own rules of calculation. It reached Europe through Arabic mathematics and became known there in 1202 through Leonardo of Pisa, called Fibonacci. For centuries it unsettled the reckoning masters: a number that is nothing and yet changes everything as soon as you attach it to another.
